Step 2. Order the words. Make the questions

Step 2 - can be held in pairs. One person asks questions, the second - answers them.

Reflections

Step 3. Mingling is difficult to check for the teacher
Steps 5-6 can be held in pairs. It's better because it gives the pupils the opportunity to speak during the whole lesson, but it can be difficult to correct them. I think it's better to discuss the common mistakes with the whole class.
