Вступительное слово учителя: Our conference is devoted to one of the main questions – the keeping of the ethnic minorities, its mother tongue, culture, national traits. This question is quite topical nowadays in our country and throughout the world. Our state government and local authorities pay great attention to the solution of this problem. We shall discuss the following issues (on the interactive board).

It’s difficult to find more fashionable and debatable theme than globalization. A lot of conferences and summits, hundreds of books and articles are devoted to it. Evidently the fact is that the absolute majority of people living on our planet gradually work out the general understanding of the main principles of life arrangement. Among the different problems demanding to unite the efforts of the Earth inhabitants is, undoubtedly, the situation of the minor nationalities. The Informational revolution opens the borders to establish a connection with any person of the Earth. The revolution turns the individuals into the world citizens. At the same time, disappearance of the national line opens up the wide possibilities for insinuation of different things (also cultural) from every corner of the globe.

Question 2

National cultures are loosing the national character, resembling another. The world in its future century will be less nationally coloured than it had been in the past. In fact, lots of customs, ceremonies, traditions, behavior standards that gave their folk and ethnographic diversity to the mankind are disappearing little by little. This process was especially frustrated for minor nationalities. D.S. Likhachev said that “the least value of any people is his language, the language he speaks and thinks. Many languages on our planet are dying for the last three centuries. This process is rapidly growing. UNESCO notes that almost half of the languages existing in the world have the danger of disappearance.

The language of Siberian Chulyms, who inhabit the areas of the river Chulym is included in the book “Atlas of the world languages”. The number of the representatives of this nationality is nearly half a thousand. And only thirty-forty men speak their native language. The youngest of them is more than fifty. It’s a disaster. Don’t ask “for whom the bell tolls”…

People shall unite their abilities to avoid the minor nationalities becoming extinct. To be a world citizen is great but more important is to be a person of the definite nation. The world should keep its own colouring. The aim of the world community is to give the opportunity to every ethnic minority not only to survive but also to keep their language, culture and lifestyle.

The history showed that the solution of the national problems is possible. The law of the State sovereignty of national culture helps to answer the questions of the development of all the ethnic communities.

Nowadays, in the Russian Federation more than four hundred national communities are established and they work. The example of the Siberian region is interesting, because the efforts of the State and authorities lead to the close cooperation of the social organization in the field of culture and art. More than one hundred and thirty nationalities live on the territory of Siberia and more than five hundred national and cultural communities and centers act there. The main directions of their activities are rebirth and maintenance of the language the learning history, the development of the national culture, traditions and customs of peoples, strengthening international contacts, friendship and tolerance, brotherhood and mutual respect, bringing up the young patriotic generation. The Federal government directly supports these national organizations, investigating the means or demonstrating the public confession.

Thanks to cooperation the intensive technologies of the cultural interaction became possible in real practice:

• The weeks of the national republics, regions, districts
• National festivals
• Educational programmes for cultural and art institutions (State and private)

National festivals that became traditional are the bright trait of the Siberian cultural life. Their famous interregional festivals of Turk Speaking nations ( “Al Oyn” (Altay Republic), international event “The melodies of the Sayan Mountains” (Tuva Republic) the festival of national culture “The Folk Friendship” (Tomsk area), theatrical concert” Siberian Transit” (Irkutsk Region). Owing to the interaction State structures and public organizations, the arrangement of nationality Days and national festivals gave positive results. But I hope our state to attract the representatives of the ethnic minorities for the narrow cooperation to fulfill and projects profitable for them. I think, we mustn’t forget about the ethnic minority environment, discussing the cultural questions.

Question 6 Teacher:

The development of the high industrial technologies changes the circumstances of the human life, it causes irreversible consequences. I’m sure the ecological existence will become the main activity in the life of nationalities in the future. The support of the state is necessary in the struggle with the industrial corporations, bureaucrats, officials. The main task of the social organizations shall become the saving and regeneration of the ethnic groups and mother tongue. It’s necessary to create the centres of development and rebirth of ethnic minorities, which must include:

• The School for preparing national language teachers
• Publishing House of national literature for children and adults
• The libraries storing their national literature and historical documents
• The History and Ethnography museum
• National clubs
• Cafe of national dishes
• Judicial service
• National art gallery

In spite of the cultural and ethnographic activities, this centre should coordinate and control the decisions of State structures, concerning to the ethnic minority environment. Cutting down the trees, building power electric stations, output of the national resources mustn’t hurt and damage the interest of nationalities. The building of such centers, of course, needs a lot of expenses. We can arrange the Fund where the student groups, public organizations, and enterprises, private persons will give the money. It’s not a new way for Russian people to construct churches, cathedrals, to sculpt the monument and memorials. So, we shall not only keep and develop national culture but renew national self- consciousness. The ethicality must have not only cultural but political meaning. We shall find the place for each even very little ethnic group on our planet. If the small nationality dies out the whole world will disappear.

Now, we have discussed the entire question. There’re a great number of problems to solve and soon they will be done. Dear friends, I’d like to thank you for the participation in our conference. Our conference is over. Let’s read the decision:

1. To support all the actions of our government and local authorities in this problem;
2. To create world newspapers and posters about the culture of the different national groups of Siberia;
3. To collect the material and to arrange the exhibition about the traditions and customs of the ethnic nationalities.
